For TDI / TCI Claimants
TDI provides benefit payments to insured RI workers for weeks of unemployment caused by a temporary disability or injury. Enacted in 1942, TDI was the first of its kind in the United States. It protects workers against wage loss resulting from a non-work related illness or injury, and is funded exclusively by Rhode Island workers. Only four other states; New York, New Jersey, California and Hawaii, as well as the commonwealth of Puerto Rico, have a TDI program.

To apply for TDI/TCI:
You will be asked to provide the following information to file a claim:
- Your full name, address and telephone number
- Your Social Security Number
- Date you were first unable to work due to illness or non-work-related injury

Appealing a Decision
If you disagree with a TDI/TCI decision, you have the right to appeal any decision by submitting a request in writing to the TDI/TCI Appeals Coordinator at:

Your case will be assigned to a Referee (Hearing Officer) at the Board of Review who will schedule a hearing at which time you may state your argument in detail.
You may bring witnesses or someone to represent you. You should bring any documents or other evidence that will support your claim. The Board is an impartial authority not under the direction of the Department of Labor and Training.
First Payments
Most eligible customers get their first payment within 3-4 weeks from the day we receive a valid application. Missing, or incorrect information may delay payment. Prompt responses from QHPs are needed to process claims. An individual is required to be out of work for at least 7 consecutive days in order to be eligible for benefits.
Claimants have two choices to receive their payments, Direct Deposit or Electronic Payment Card (EPC).

More information on the Electronic Payment CardThe definition of a base period has been expanded as it pertains to members of the United States military service, the Rhode Island National Guard or a United States military reserve force who served in a United States declared combat operation during their military service.
Any such individual who files a claim for Temporary Disability Insurance benefits upon their release from active military service and is determined to be monetarily ineligible for benefits under the base period or alternate base period as defined in the TDI Act, will have their claim determined using one of the following base periods:
- The first 4 of the most recently completed 5 calendar quarters immediately preceding the first day the individual was called into state or federal active military service.
- If the individual is monetarily ineligible using the above base period, the claim will be re-determined using the last 4 completed calendar quarters immediately preceding the first day the individual was called into state or federal active military service.
- Neither above base period can include any calendar quarter of wages that has previously been used to establish a valid claim for benefits.
Whenever either of the above base periods is used to calculate the TDI claim for a combat veteran, the customer will provide a copy of the DD214 (release from active duty) or other documentation to verify service in combat duty. The following rules will apply when an individual who is receiving Temporary Disability Insurance benefits is required to participate in training activities because of his or her membership in the National Guard or any of the armed services reserve forces.
- An individual who participates in drill nights, weekend drills or drill periods lasting less than one day will be allowed to continue.
- An individual who participates in a two week training period will not be allowed to receive TDI benefits during this time period. These individuals are to be instructed to refile their TDI claims, if they are still disabled at the conclusion of their military training.

- To request copies of your personal records, complete this form. The form must be signed and dated in the presence of a Notary Public. Examples of authorized representatives include parents of minors, legal guardians, and power of attorney.
